How does a girl go from cute to hot without looking slutty?

Mascara and eyeliner. Show some skin, but not too much. Try wearing see through shirts (of course with like a tank or long sleeve underneath.) You can also try wearing mini skirt's, dress, skirt with leggings underneath...go for a more mature look.
