Quality of a Verizon CPO Phone?

I want to get a Droid 2 but dont have the money to buy a $199 phone. The Certified Pre-Oqwned phones is only $50. My question is, is it safe to buy a CPO phone? Is it reliable or show signs of wear and tear? And was it previously used by someone or just refurbished? Thanks
